State aid scheme for the decarbonisation of industry financed from the Modernisation Fund (102388)& State aid scheme for the decarbonisation of industry from the RRP (102385)

Abstract
Two schemes to support projects by any Slovakia-based firm that reduce GHG emissions or improve energy efficiency in the industrial sectors subject to the EU Emission Trading System (ETS). Projects are required to reduce emissions by at least 30% compared to the average level of GHG emissions during the five years before application, or 10% in energy consumption with respect to the same reference period. Furthermore, all applicants need to show that their projects will reduce GHG emission below the EU ETS benchmark for free allocation of allowances. The aid takes the form of a grant, and its maximum amount is the effectively incurred investment costs as justified by supporting documentation. Some costs are considered ineligible. The budget allocated under the RRF scheme is EUR 357,343,413 while the budget allocated under the MF scheme is EUR 750,000,000. Grants are allocated through a competitive bidding procedure based on (i) the level of aid requested per tonne of emissions avoided (70% of the score), and (ii) the total level of CO2-equivalent emissions mitigated (30%). The call under the RRF funding has been published in 2022, while funding under the MF will be allocated in four calls planned in 2022, 2024, 2026 and 2028. The RRF projects are expected to be implemented in the period 2022-2026, while projects under the MF funding are expected to be carried out over 2022-2030.
