The scheme aims to promote the transition towards climate neutrality by supporting the development of electrolyzing capacity. The aid will take the form of a subsidy and the overall available budget allocated over the period 2024-2042 will be € 998,330,000. Applicants will be ranked according to a cost-efficiency measure, while other criteria will be also considered. Unitary estimated cost is of around €2,5 - €3 million per MW. Therefore, the expected total capacity that can be subsidized will be in the range of 200 MW to 400 MW. Based on this, at least 5 firms will be granted the subsidy. Major obstacles are the many unknowns that may arise in the relevant markets over an almost 20-year horizon, and that may induce successful bidders to withdraw from the project.
