This report evaluates the impact of State aid granted to local authorities in France through the French broadband scheme Plan France Très Haut Débit (PFTHD). The report is clearly written and well structured, the analyses were conducted in a proper way and provide estimates of the causal impact of the scheme. According to the empirical results presented in the report the PFTHD implementation has allowed achieving the assigned objectives by quickly providing a high-speed network throughout the territory, controlling budgets and costs and adapting to the specific needs of each local area.
